Dr. Francesco Tacinelli is a Chartered Accountant and Accounting Expert, qualified in 1997. He is also registered in the Register of Legal Auditors, with a ministerial decree dated October 15, 1999, published in the Italian Official Gazette No. 87/bis – IV special series on November 2, 1999, at No. 98727, with legal effect from November 2, 1999.
Dr. Tacinelli provides consulting and assistance to businesses and individuals in the following areas: tax compliance (such as preparing tax returns and fulfilling other obligations under current tax regulations), accounting (managing accounts and preparing financial statements according to the provisions of the Civil Code), corporate law (company formation, defining bylaws), bankruptcy law, negotiated procedures for business crisis management, and managing relationships on behalf of clients with credit institutions.
In recent years, his focus has been on legal auditing, particularly in the review of financial statements for public and private companies, ensuring compliance with both Italian and international laws. Legal auditing ensures the reliability of external financial communication, safeguarding the interests of shareholders, employees, clients, suppliers, and the tax authorities, with the goal of ensuring market transparency.
Dr. Tacinelli serves as the Sole/Legal Auditor for several companies and is a member of the Board of Auditors for the National Pension Fund for Personnel of the Cooperative Credit Banks, Rural and Craft Banks, an entity under the supervision of COVIP (Pension Fund Supervisory Commission).
His legal audit work also includes certification of expenditures necessary for tax credit applications related to Special Economic Zones (ZES) and the submission of financed projects for starting economic activities or setting up industrial, production, and logistics operations within the ZES.
He is also authorized by the Regional Directorate of the Revenue Agency of Campania to affix the so-called “heavy” Compliance Seal, which allows for substantial verification of the correct application of tax rules regarding the determination, quantification, and payment of taxes, as well as the use of tax credits and requests for tax credit refunds.
Dr. Tacinelli is experienced in extraordinary operations such as business sales, spin-offs, and transformations, with particular attention to the civil and tax implications of such transactions. He also handles the transfer of shares in Limited Liability Companies, as outlined in Legislative Decree 112/2008, converted into Law 133 of August 6, 2008.
He collaborates with industry experts in managing facilitated finance practices (such as Resto al Sud, Microcredit, Women Entrepreneurship, Sabatini Law) and assisting with access to grants, subsidized loans, guarantee interventions, tax credits, and other fiscal benefits.
Finally, he is listed in the Register of Auditors for Local Authorities held by the Ministry of the Interior and currently serves, and has previously served, as the Auditing Body for Local Authorities, as required by Article 239 of the TUEL (Consolidated Law on Local Authorities).
