Milano

Since January 15, 2015, and continuing to 2024, Ms. Artana Dauti has been a self-employed lawyer, registered with the Milan Bar Association. She has gained experience primarily in Italy in ordinary criminal law and juvenile criminal law.

She is listed, after completing the required courses, in the lists for legal aid and State-sponsored defense at the Court of Milan and the Juvenile Court of Milan. Additionally, she is registered on the Lombardy Region list of defenders, after completing the professional training course aimed at ensuring adequate free legal assistance to women victims of violence from 2021 to 2022.

In 2023 and continuing, she was appointed by the Milan Bar Association Council as a member of the Personal Freedom and Prison Commission. Regarding juvenile criminal law, Ms. Dauti highlights that her commitment extends also to prevention, making herself available to parents seeking qualified legal advice. Her approach is notably delicate and patient with minors, and the results in the cases she has handled so far have been very satisfactory.

Studying and working in law, in addition to being her profession, continues to be her main passion. Providing the highest level of attention and seriousness to find the best solution for each specific case, in the interest of those who turn to her, is her priority. Education in Italy

Faculty of Law at the University of Milan.

On November 25, 2005, she graduated in Law (four-year program) from the University of Milan, obtaining the academic qualification of MASTER’S DEGREE IN LAW. Degree Class 22/S (equivalent to the 3+2 degree according to the decree of May 5, 2004, Official Gazette No. 196 of August 21, 2004). Having already held the academic title of LAWYER obtained in Albania (1989-1993, 35 exams, thesis in commercial law) from the Faculty of Law at the State University of Tirana, she initiated the procedures for the recognition of this academic title in Italy. The recognition was granted after completing all 9 exams required by the Faculty Council’s decree at the University of Milan, allowing her to sit for the degree examination on December 25, 2005, with a thesis in criminal law: “Crimes against the Public Administration in Albanian Criminal Law,” supervised by Professor Giorgio Marinucci.

From 1992 to 1993, she attended the Faculty of Law at the University of Trento (Italy). Under the “Tempus” program, thanks to the initial agreement between the Faculty of Law of Tirana (Albania), the European Community, and the Faculty of Law at the University of Trento, she participated in a competition and won a scholarship (offered by the European Community for deserving students). She was enrolled at the Faculty of Law in Trento, where she passed 9 exams, which were recognized by the Faculty of Law in Milan, University of Milan, where she had to take an additional 9 exams as per the aforementioned decree.

Work Experience in Albania

1993-1996: Legal Specialist (permanent) at the Legal Department of the Ministry of Labor and Immigration of Albania (central office). The departments mainly under her responsibility within the assigned legal office were the immigration department, the social assistance department, and the labor inspectorate department.

The competencies of the Legal Specialist at the Ministry of Labor and Immigration of Albania, as part of the legal office under the direction of the Head of the Legal Office, were regulated by the Albanian Government Manual in force at that time. “For the organizational and functional structures of the Ministries and their mission” were listed as follows:

  • Drafting and preparing bills, government decision projects, and various regulations while complying with existing legislation.
  • Gathering ideas and engaging in consultations with various departments and specialists to draft legislative documents.
  • Informing various departments of the necessary legislation.
  • Providing legal support.
  • Consulting and interpreting various legislative acts for implementation by the national health sector.
  • Responding legally to requests from institutions and other entities dependent on the Ministry of Health and also from citizens.
  • Pre-examining documents related to the establishment and operation of associations and non-profit organizations.
  • Pre-examining and drafting agreements with Albanian or foreign parties where one of the parties is the Ministry of Health.

1997-1998: Head of the Legal Department at the Ministry of Health and Environment of Albania (central office). The duties and responsibilities she performed as Head of the Legal Office (the only legal office of the institution, which according to the institution’s organizational chart was an office with hierarchical dependence directly from the Minister) were regulated by the Albanian Government Manual (in force at that time). “For the organizational and functional structures of the Ministries and their mission” were listed as follows:

  • Head of the Legal Office of the Ministry of Health.
  • Drafting and preparing bills, government decision projects, and various regulations while complying with existing legislation.
  • Gathering ideas and engaging in consultations with various departments and specialists to draft legislative documents.

1993-1997: External University Lecturer. As a university lecturer approved through non-permanent lecturer recruitment procedures (proposed by the head of the relevant department, with the approval of the Faculty Dean and final approval by the University Rector), she taught full annual and semester courses in “Commercial Law” and “Institutions of Private Law” for students at the Faculty of Economics and Commerce in Tirana.

In 2008, she taught at the private Faculty of Law “Motrat Qiriazi” in Tirana for the subject “Introduction to the History of Roman Law” (seminars, discussions, and examinations).

On December 4, 2004, she was admitted as a lawyer in the Republic of Albania and registered with the Bar Association of Tirana.
